The budget deficit, unsurprisingly, ballooned.

It has been assumed that, for the purpose of these budget estimates, the duration of the Committee's sessions will remain six weeks in the off budget year and four weeks in the budget year.

The total provision made under this budget line is a non recurring cost.

However, the budget allocated to the global gender programme 2000 2004 was 1.5 million, a fifth of the earlier 7.7 million budget.

Expenditures Because of changes in the classification of budgetary figures, comparison of categories among different years is not possible.

The expenses of the compensatory project have been adjusted to take account of the modifications in Annex II as well as further adjustments including A 30 year duration for the operation and maintenance of the proposed preserve, instead of 20 years as proposed Reduction in the size of the facility and a decrease in the staff required to operate the preserve Adjustments to unit costs and contingency estimates and Additional allowances for items not budgeted, such as fencing and a pier ramp.

Most extrabudgetary activities, however, continue to be in United States dollars.

Received contributions represent 75 per cent of the approved budget and outstanding contributions from prior periods.

However it can be said that it is probably half the entire budget, if not more.

Undue competition for extrabudgetary resources thwarted inter agency collaboration and cooperation.

Views were also expressed that in order to better reflect the Committee's mandates, the session should meet for two weeks during budget years and for four weeks during non budget years.

In off budget years, the Committee would consider, inter alia, the strategic framework and programme performance reports.

The unspent balance of 30,000 relates to a higher than budgeted vacancy rate.

An increase in non earmarked contributions and in the regular budget allocation would represent a meaningful and long term solution to the problem.

Additional resources in the amount of 31,500 are proposed for travel, daily subsistence allowance and expenses. The Advisory Committee was informed that the proposed programme budget for the biennium 2006 2007 was insufficient to absorb 31,500.

The Japanese government supported the ACABQ recommendation of a US 41 million reduction in the budget appropriation, but considered that the proposed reduction was insufficient and that the total amount of the budget should not exceed US 3 billion.

The United States is unlikely in the short term to embrace massive budget cuts, à la the United Kingdom.

Additional requirements were due also to unbudgeted fuel delivery charges following the repatriation of the Ukrainian aviation unit.

The unutilized balance of 1,400 resulted from charging the requirements under this class to the regular budget.

In reviewing the budget proposal, the working group noted that it was difficult to evaluate the budget increases in certain budget lines as there was no indication of whether the increases or decreases related to non recurrent costs or recurrent costs.

Experience to date, however, demonstrates that at least part of such requirements has been funded from the regular budget (see table 2).

The unspent balance of 9,000 is attributable to the expenses related to the maintenance of information technology equipment being charged to the regular budget.

Nor is America likely to provide such help in the future, given the coming budget cuts disproportionate impact on children at the lower end of the income distribution.
