The army of Serbia and Montenegro continues to hamper, both actively and passively, the cooperation of Serbia and Montenegro with the ICTY.

The President I now give the floor to Mr. Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.

Mr. Boskovic (Serbia and Montenegro) I am honoured to address this important meeting on behalf of Serbia and Montenegro and to express its great interest in the ongoing reform processes.

We, too, welcome the presence of the Minister of Serbia and Montenegro here this morning.

Meanwhile, the sovereignty and territorial integrity of Serbia and Montenegro must be respected.

59 215. Humanitarian and special economic assistance to Serbia and Montenegro

Serbia and Montenegro remained together as the Federal Republic of Yugoslavia (FRY).

While Serbia and Montenegro's cooperation has improved, five of the seven accused remaining at large are believed to be in Serbia and Montenegro or the Republika Srpska.

Serbia and Montenegro's cooperation has, unfortunately, deteriorated in the past months.

Mr. Cović (Serbia and Montenegro) (spoke in Serbian English text provided by the delegation) First of all, I would like to greet the Council on behalf of the Council of Ministers of Serbia and Montenegro and of the Republic of Serbia and express my appreciation for being able to participate in today's meeting of the Security Council on Kosovo and Metohija.

On behalf of the Council, I extend a warm welcome to His Excellency Mr. Nebojsa Cović, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija.

I wish to welcome Mr. Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo and Metohija, to our meeting today.

The Government must promote constructive dialogue with the authorities of Serbia and Montenegro to that end.

I also welcome Mr. Nebojsa Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo.

It had already provided financial support for setting up and operating a cleaner production centre in Serbia and Montenegro.

In paragraph 72 (former paragraph 73), for Kosovo read Kosovo (Serbia and Montenegro).

The Committee welcomes the frank and constructive dialogue with the delegation of the State party, which included representatives from the Republic of Serbia, the Republic of Montenegro and the State Union of Serbia and Montenegro.

Serbia and Montenegro and the Federal Republic of Germany concluded a bilateral Readmission Agreement.

Goran Hadzic, Zdravko Tolimir and Stojan Zupljanin are all within reach of the authorities of Serbia and Montenegro.

I thank Mr. Nebojsa Covic, President of the Coordination Centre of Serbia and Montenegro and of the Republic of Serbia for Kosovo, for his presence and for his statement.

In this respect Romania welcomes the openness for dialogue expressed recently by the high level authorities of Serbia and Montenegro and of Serbia.

13. Decides that the assessments of Montenegro for 2006 shall be deducted from those of the former Serbia and Montenegro for that year

The Committee regrets the absence of case law on the application of the Covenant by Serbian and Montenegrin courts.

Unfortunately, the transfer of Lukić has been hindered by an application for his extradition by Serbia and Montenegro.

Serbia and Montenegro was endeavouring to work out a sustainable development strategy that included the three pillars of economic, social and environmental development.

That is something that Serbia and Montenegro pays great attention to and that it strives for in reforming the judiciary and the penal laws.

Serbia and Montenegro fully aligns itself with the statement made by the representative of the United Kingdom on behalf of the European Union.
