Such work was currently being done by the Counter Terrorism Committee Executive Directorate and by the United Nations Office on Drugs and Crime.

However, one delegation said that further consideration needed to be given to how the Council could contribute to post conflict situations and humanitarian crises and that ensurance should be given that the Council's role would remain at policy coordination and review rather than direct intervention in the operational management of specific situations.

All of us must emphatically reaffirm the central role of the United Nations in the cooperative management of the world's problems.

One speaker attributed the success of the Branch in that area to its expertise and professionalism, as well as to the coordination of its efforts with the Counter Terrorism Executive Directorate.

During the biennium 2004 2005, EDM has provided advice to the bodies of the Convention on the basis of the Convention's provisions and the decisions of the COP.

Even after a constitutional amendment in 2010 made the prime minister the country s chief executive, Zardari has continued to be the main decision maker.

The Committee believes that further elaboration is required on the role of the Department in promoting improved management practices in the Secretariat as a whole.

At its third session, the Committee began consideration of strategies for revitalizing public administration and dealt with the issues of (a) enhancing human resources capacity, (b) the role of public administration as a consumer and producer of knowledge, and (c) the revitalizing of public administration through partnership building.

Thanks to competent and accountable domestic management and wise supervision by the Executive Intelligence Committee, intelligence reform progressed substantially during the period under review.

The role of the United Nations, particularly the Counter Terrorism Committee of the Security Council and its Executive Directorate, to coordinate the global response to terrorism was recognized by many speakers.

We also reaffirm the role of the Fifth Committee as the main General Assembly organ responsible for administrative and budgetary issues.

By its resolution 50 225, the General Assembly sent a powerful message on the role of public administration in development.

Among the important actions undertaken in the context of the Convention and consistent with paragraph 40 of the Johannesburg Plan of Implementation, the Executive Secretary mentioned the promotion of the integrated management of water resources.

In addition, the Department's efforts are reinforced by a broader initiative under the auspices of the Joint Executive Committee (Peace and Security Humanitarian Affairs) to stamp out sexual exploitation and abuse.

The challenges highlighted in the preceding paragraphs have in one way or another informed the actions taken to revitalize public administration systems in the past 10 years.

On 17 November 2004, the Executive Committee of the Office adopted a concept paper and a project proposal for the further development and implementation of result based management and a related strategy for the Office.
