With regard to the culmination and consolidation of the project cycle management initiative, although not an evaluation assignment per se, the Unit was given the task of facilitating the project cycle management process and will conclude the remaining phases in the period under discussion.

The need to strengthen project management has been recognized by UNRWA for some time.

The PMO is the source of documentation, guidance and metrics on the practice of project management and execution.

The programme management cycle initiative will involve strengthening the programme and project management capacity at both headquarters and the field offices in a comprehensive way, both by establishing support functions and by training and retasking existing staff.

It assesses the entire project cycle, taking stock of delivery mechanisms, constraints and weaknesses and identifies significant lessons from which UNODC can learn.

The business model described above will be evaluated during 2005 and if successful, will become the basis for transforming UNOPS' project management methodology and organizational arrangements in future years.

(b) The United Nations system should support the efforts of Governments to improve the management and delivery of aid and the formulation and implementation of projects.
