The amount of 16,500 provides for the commercial communications ( 14,300) based on past performance at OIOS and communications equipment ( 2,200) based on standard costs, for additional staff in New York, Nairobi and Vienna.

OIOS believes that the development of an effective subregional office communication strategy is hampered by the top heavy approach to communication by ECA headquarters.

The World Bank has also funded studies to review the telecommunications sector and recommend sector development strategies, develop the legal and regulatory framework and establish an independent regulator.

It was also proposed that the Council should have the ability to alert the Security Council in urgent situations, which would be facilitated by establishing an office in New York for sustained communications with the Security Council.
