(Draft proposal for submission to the 2005 Meeting of the States Parties)

The Meeting of States Parties approved the budget in the amount of 15,506,500 euros, as proposed by the Tribunal.

On a proposal by the President, the COP MOP decided to establish a contact group on this item, chaired by Ms. Daniela Stoycheva (Bulgaria), to report back to the COP MOP before the beginning of the high level segment on 7 December.

The paper also recommends that the Sub Commission endorse the proposal to hold a general consultation meeting in Geneva in 2006 and two regional workshops, one in Asia and one in Africa in 2006.

Our public thought is fragmented, and the country s intelligentsia, who are partly responsible for tending to society s values and goals, are behaving in often destructive ways. The live for the moment mentality of hedonism and greed that they have encouraged is embodied in Moscow s casinos, of which there are more than in the rest of Europe or, for that matter, Las Vegas.

We heard today a response from the United States delegation to the NAM proposal, and now we are hearing a proposal from the United States that seems to me to be a new proposal, not the Chair's proposal.

One error is to reject a true proposition the other is to accept a false one. Let s call them RWT (reject when true) and AWF (accept when false).

So one meeting tends to lead to another meeting and tends to lead to another meeting.

Following the proposal of the Tribunal, the fourteenth Meeting of States Parties authorized the Tribunal to appoint an auditor to examine the financial statements of the Tribunal for the financial year 2004, pending the appointment of the auditor by the Meeting for the financial period 2005 2006 and subsequent periods.

On the proposal of the President, the COP MOP decided that the draft rules of procedure as contained in document FCCC CP 1996 2 should be applied, mutatis mutandis, with the exception of draft rule 42.

In addition, holding a meeting of the Executive Committee before a Meeting of the Parties raises problems with regard to overlap with the Implementation Committee meeting.

At the same meeting, following a suggestion by the Chairman, the Meeting of States Parties adopted as its rules of procedure, mutatis mutandis, the rules of procedure of the Fifth Review Conference, as contained in Annex II of the Final Document of the Review Conference (BWC CONF.V 17).

They could compete for 20 elected seats under the Consensus proposal, rather than 14 under the group of four proposal.

We are dealing with the Chair's proposal and not with a United States proposal or any proposal from any delegation or group of delegations.

The Commission s proposal is far from perfect.
