Recommendation 8 Relevant pilot projects involving direct technical assistance should be designed to scale up

Technical programmes such as international telecommunications, civil aviation and management of river basins across multiple riparian states and other projects requiring international management have constituted the bread and butter of regional programmes.

The need to strengthen project management has been recognized by UNRWA for some time.

The services that UNOPS provides are (a) programme support and complex project management (b) loan administration and project supervision and (c) procurement of goods and services, including human resources administrative and advisory services.

UNHCR will review the management of project personnel and instructions on direct staff employment.

Such coursework both prepares students for the rigours of managing enterprises, as well as helps facilitate a culture of entrepreneurship.

Nevertheless, project management must be strengthened at the United Nations Office at Geneva.

As indicated above, all regions benefit from interregional projects, which constitute the bulk of the delivery of UNCTAD's technical cooperation and are based on the thematic expertise of the secretariat.

General description Up to two billion of the world's poor live in rural areas, out of which 60 per cent are women and girls who need to diversify the sources of their household income to non agricultural economic activities with higher returns in order to climb out of poverty.

A good example is the database of successful projects implemented by the National Planning Department of Colombia.

He also highlighted the need for technical assistance in SME development and the usefulness of UNCTAD's EMPRETEC programme in motivation building, which was essential for the promotion of successful entrepreneurs.

With regard to trade capacity building, UNIDO should utilize its expertise to help enterprises in developing countries to conform to international technical regulations and standards and thus overcome technical barriers to trade.

It therefore requires regularization of its budgetary and technical support, and the migration of responsibilities from the Department of Peacekeeping Operations to the Department of Management, where such projects belong.

(a) Comprehensive management of complex, large scale project operations for delivery to clients in low income countries in crisis, including a range of engineering and infrastructure projects

These include human resource management, financial management, meeting management, IT management, and project management.

Access to finance and risk management would also support entrepreneurial efforts.

Some OIAs, including development finance institutions, provide technical assistance and funding for feasibility studies, project development and project start up.

Further technical and financial assistance is needed to enable civil society organizations and local communities to implement projects and undertake advocacy work, especially in remote areas.

We intend to take this forward during our field office visits, at which time we also plan to evaluate the programme project management.

In 2004 general social services will start preparing a number of pilot projects on domestic violence case management.
