Pending submission of the Mission's revised 2004 05 budget to the General Assembly, the Advisory Committee on Administrative and Budgetary Questions, in a letter from its Chairman dated 8 December 2004 addressed to the Secretary General, concurred in the Controller's request to enter into commitments for MONUC in the amount not exceeding 49,950,000 in order to meet the immediate additional logistical and military personnel requirements of the Mission.

The Committee recommends acceptance of an additional General Service post now to strengthen personnel management functions in the Executive Office.

On the basis of additional information provided to the Committee, it recommends acceptance of the General Service post to support the Mission Management and Support Section.

132. Also decides not to establish a P 2 post for the function of Internal Affairs Officer in the Department of Safety and Security of the Secretariat.

Actions to be taken by the General Assembly

The database administration function maintains and monitors the Fund's databases, which reside on the numerous computing platforms that contain the data for all participants and beneficiaries.

Although the Investment Management Service is not a registered investment company, the goal of the Risk and Compliance Section would be to enhance the compliance function and, in doing so, foster improved compliance.

The remaining 18 posts have been absorbed in part by the increases in posts under the Environment Fund, earmarked contributions or projects management of the Global Environment Facility.

Such a consultative body would be particularly valuable in view of the dual management functions of the Executive Director of UNODC, namely management of both the drug programme and the crime programme.
