My country believes that the United Nations, because of its universal character, has the central role to play in the struggle, because terrorism is international.

Small, less developed countries such as my own suffer more severely due to their weak infrastructure, limited resources and their inability to recover.

That is a source of concern for my delegation, since most of those States are developing countries, particularly African countries.

My country remains convinced that, given the threat of dangerous experimentation that would represent an assault on human dignity, it is essential urgently to prohibit reproductive cloning.

As we can see, the progress made by my country is real, even if its pace is still slow too slow, given the acute needs and problems that exist.

However, noting the lack of State participation in the Agreement, my delegation is of the view that the review should be directed at identifying the impediments to States' accession to it.
