Some delegations felt that the proportion of posts at the P 5 level should be limited to 20 per cent of those at the P 2 1 to P 5 levels, subject to review in the future.

The data reveal that a much higher percentage of women than men was recruited at levels P 1 P 2 and P 3, 67 and 71 per cent, with a significant drop to 12 and 20 per cent for women at the P 4 and P 5 levels, respectively.
