By that singular act, the Assembly gave the profession of public administration a clear identity and, with that, the confidence that public administration systems needed to proceed with reform and revitalization plans.

How well organized and developed are public administration systems?

At its third session, the Committee began consideration of strategies for revitalizing public administration and dealt with the issues of (a) enhancing human resources capacity, (b) the role of public administration as a consumer and producer of knowledge, and (c) the revitalizing of public administration through partnership building.

Fine tuning and consolidating New Public Management reforms and applying information and communication technologies to internal management and external service delivery processes are among the dominant concerns in well established public administration systems.

While the principles and foundations of public administration provide a useful guide for both Governments and citizens with respect to evaluating the quality of public administration, they must also be reflected in its effectiveness.

The Department of Economic and Social Affairs of the Secretariat, in partnership with the Government of Italy, has also been supporting the Programme for Innovation in Public Administration in the Euro Mediterranean Region to strengthen public administration.

Finally, there is a growing perception of partisanship within the public administration.
