These operations have contributed to the objectives of the Mission Implementation Plan of the Office of the High Representative and the European Union Police Mission and have raised public awareness by their visibility throughout Bosnia and Herzegovina.

Training in the observance of democratic governance and human rights, for members of the Timorese police and other Government officials, will remain an important priority for the remainder of the UNOTIL mandate.

In this context, the 40 UNOTIL police advisers will focus on strengthening the capacity of the specialized units, the leadership skills of the national police in both administrative and operational areas, and the management of the police headquarters.

While there was no provision for civilian review of the disciplinary procedure applied to police officers, the Office of the Ombudsman could make recommendations in the case of human rights violations.

The reports may contain security standards or recommendations underscored by high level experts in the field and re elaborated by UNICRI in cooperation with EUROPOL.

The office of the Provedor provides an important legal instrument to address, inter alia, the continued reports of human rights violations by the Timorese police, including excessive use of force, ill treatment and arbitrary arrest and detention.

The Committee welcomes the establishment in 2001 of an office of the Reykjavik police functioning as a link between the police and persons of foreign origin which, inter alia, refers complaints made by foreigners to the competent authorities.

In addition, 5 employees (including the policy advisor mentioned above) work in the FIU.net project bureau, which is run by the MOT, at the request of the European Commission.

The Council mandated UNOTIL to support the development of critical State institutions, to support further development of the police and the Border Patrol Unit and to provide training in observance of democratic governance and human rights.

The effort is led by the Gender and Development Research Institute with the cooperation of related organizations such as the Office of Women's Affairs and Family Development, the Office of the Royal Thai Police, the Bangkok Metropolitan Administration, and the Ministry of Public Health.
