Nonetheless, the process of revitalizing the Organization will remain incomplete until we are able to agree on the enlargement of the Security Council.

Despite the tremendous effort behind the Disarmament Commission, we were unable to agree on an agenda that would have enabled us to bring that body of utmost importance out of stalemate.

We couldn't figure out what Paul wanted to do.

Nor were we able to reaffirm the outcomes of those summits and conferences.

We have been unable to agree upon a definition of terrorism that in turn would have provided us with a treaty, which we still lack.

We have taken important decisions but fallen short of what is necessary in some areas.

We have managed to prevent a nuclear conflagration, which would have been the last war in the history of humankind, but we were unable to prevent the many other wars in which millions of persons perished.

We are concerned that, despite all the work and analysis which have taken place, we have been unable to resume negotiations.

We run the risk of jeopardizing the Agenda if we cannot make the Hong Kong Ministerial Conference a success.

We urge that effective measures be taken to implement decisions that have already been agreed, so that we can build a foundation for rapid progress towards reaching agreement on the outstanding issues.

Unfortunately, the agreement did not last long.

To be able to govern, we must be able to control our own resources and those of external cooperation.

Since the 1980 s, we have never regained the full employment levels of the 1950 s and 1960 s.

I think maybe banks have gotten too complex to manage as opposed to just too big to manage.

And you know what? If we can't do that, if we can't use our intellectual power to end slavery, there is one last question Are we truly free?

Since then, we have turned away from advocacy of selfishness, but we have not recovered an independent moral language.

Any decisions, recommendations or suggestions adopted in accordance with the International Agreement which preceded this Agreement1 and which are still in force at the time of the entry into force of this Agreement shall continue to apply unless they are contrary to this Agreement or they are repealed by the Council of Members.

We cannot bring justice to all the victims.

There was apparent agreement on a new wave of coordinated interventions, but the agreed exchange rates did not hold.

Unfortunately, we were unable to adopt the corresponding draft plan of action for human rights education on 10 December last year.

But we have not been able to save the world and humankind from a protracted series of cruel and bloody wars, and in that context we have undeniably failed.

I think that if we cannot reach agreement on the agenda today, we will not stand in the way of suspending the meeting and trying to find a solution.

Can the Millennium Development Goals be Saved?

Following the Council's decision, some minor corrections were made to the text of the draft new Agreement by the International Olive Oil Council at the request of European Community.

Unfortunately, we have been unable to reach agreement on two substantive agenda items for the Disarmament Commission's 2005 substantive session.

In the 1930 s, countries could not act together because they could not agree on a diagnosis of the problem.

Wouldn't it be great if you could take these artificial biological cells and fuse them with biological ones to correct problems that we couldn't really deal with?

Note the order of these two items is not agreed.

If we do not address those problems effectively now, we will not be able to contain the tensions and violence around us or build a peaceful and just tomorrow.

So how can this distinction be made effective?

Today, we should rely on our Organization to coordinate and stimulate our efforts.

The former has been unable to agree upon a programme of work, the latter on an agenda.

Unless we ensure respect for human rights and strive to achieve gender equality, we will not be able to achieve our objectives of security and sustainable development.

But, even with favorable world market conditions, we did not manage to solve the problem of poverty, in which millions of Russians still live.

New data in the West reveal that we have not necessarily raised a generation of daughters who are exuding self respect and self esteem.

But thus far, there is no agreement on the timing of a referendum.

There was no direct evidence of agreement, however.

So we got to thinking, if you can't put things safely in a building, where can you safely put them? We thought, OK, underground.

For that, we can never sufficiently thank the United Nations and the entire international community for coming to our rescue and for standing by us when we could not stand alone.

And maybe, just maybe, we would preserve faith in globalization.

Depending on the amount of participation we will be able to quote posts or not, this is mainly due to reasons of space.

We therefore hope that the draft resolution can be adopted today.
