As requested by the Executive Board, greater focus is given in this report to major emergencies.

In paragraph 124, the Board recommended that UNICEF update the list of approved emergency items.

The UNICEF emergency response capacity was strengthened by a new Emergency Response Team and stand by arrangements for rapid deployment of personnel.

With a new emergency Fund, we may have more predictable funding.

We have expanded and transformed the existing central humanitarian funding mechanism into the new Central Emergency Response Fund.

The Tampere Convention is a legally binding international instrument aimed at helping relief workers bring telecommunication equipment across borders during and after an emergency with a minimum of difficulty.

Supply Division further developed key performance indicators to monitor its performance and a new emergency hub was opened in Dubai.

Here, we support measures to strengthen mechanisms for planning for and dealing with emergency situations caused by disasters.

In paragraph 115, the Board recommended that UNICEF update the Supply Division's emergency preparedness and response plan.

UNICEF has developed and is testing, on a regional basis, a performance monitoring and reporting system for emergencies based on the core commitments to children in emergencies.

The authority or body should collaborate with other authorities, competent for public health, land use planning, soils' management, waste management, etc. Legislation should provide administrative mechanisms for emergency cases and should empower the competent authorities to act immediately against damage.

In December 2003, the Prime Minister announced the creation of a new Department of Public Safety and Emergency Preparedness (PSEPC).

UNICEF agrees to set and enforce quality standards for the supply and logistics components of emergency preparedness and response plans.

We believe that the situation should change in the near future with the reorganization of the Central Emergency Revolving Fund as the Central Emergency Response Fund.

UNICEF agrees to update the list of approved emergency items based on the outcome of the emergency workshop held in Copenhagen in June 2006.

20. Stresses the importance of rapid access to funds to ensure a more predictable and timely United Nations response to humanitarian emergencies, and welcomes in this regard the establishment of the Central Emergency Response Fund in its resolution 60 124 of 15 December 2005

There was a lack of integrated emergency response capability at the site and nationally.

GFDRR helps developing countries fund development projects and programs that enhance local capacities for disaster prevention and emergency preparedness.

This will, we believe, significantly contribute to achieving a more predictable, timely response to humanitarian emergencies.

The CERF has guaranteed timely funding for relief agencies so they may respond promptly to emergencies.

Following on from the experience of the tsunami, UNICEF has conducted a review of fund raising for emergencies with the National Committees.

We applaud the efforts to improve the Central Emergency Revolving Fund to strengthen the effectiveness of the United Nations humanitarian responses, as well as the mechanisms for the use of emergency stand by capacity for a timely response to humanitarian emergencies.

It calls upon us to strengthen the capacity to prepare for and respond to disasters and to improve the use of emergency standby capacities under United Nations auspices for rapid response to humanitarian emergencies.

UNICEF agrees to revise long term arrangements with suppliers after updating its approved emergency items list.
