Debt service coverage and bond interest

Debt servicing is often paid from aid disbursements, producing a debt cycle.

Construction fund earnings would be applied to the annual debt service requirement, thereby reducing the net annual debt service to be met by the set aside procedure.

Debt servicing represents a significant proportion of government expenditure.

Extensive external debt and debt servicing obligations continue to be important constraints on the advancement of the developing countries.

And yet, ODA targets remained unfulfilled.

Developing countries today are paying enormous amounts just to service the interest on debt.

Indeed, nearly a third of our financial resources are devoted to debt servicing.

The level of debt service continues to constrain import capacity and hamper growth.

The first party is the creditor, which is the lender of property, service or money.

This would require that considerations of debt servicing be based on the need to finance the Goals.

We have been able partially to service our debt since 1991, but debt servicing has now reached unsustainable levels.

The situation is further exacerbated by the country's debt service problems.

But that is not necessarily the same as returning the countries to sustainable debt servicing situations.

In Lebanon, persisting high levels of public debt forced the Government to direct much of its expenditure towards debt service.

The basket was designed in such a way as to result in an average debt service cost of 4 .

For the country s first few years, debt service swallowed more than 80 of all federal revenues.

Debt servicing undoubtedly limited the capacity of developing countries to pay.

Many of our countries are spending large proportions of meagre export earnings on debt servicing alone.

Debt servicing alone is estimated at over 60 per cent of export receipts.

Taking note with great concern of the debt burden of many African countries, as debt servicing continues to drain the limited resources for development,

The ratio of debt service to exports for these countries has declined to an average of 10 per cent.

In 2004 the ratio of debt servicing to exports was 10.0 per cent (see figure below).

Currently its debt service status amounts to 115 million annually.

Moreover, servicing the debt had consumed about 24 per cent of that revenue.

Debt reduction, either through stock of debt reduction or debt service reduction based on a concessional rescheduling, will continue to be considered only in exceptional cases.

A significant amount of our income goes to servicing our debt, hindering the socio economic development of mountainous areas.

For most years of the decade, the net inflow of economic assistance was insufficient to meet debt service payments.

For the countries in which the debt servicing burden exceeded what the economy could sustain, debt crises ensued and arrears accumulated.

In view of the gravity of Africa apos s external debt burden, well over 50 per cent of that amount would be consumed in servicing inherited external debt, unless steps bolder than conventional debt reduction initiatives are implemented.

In spite of the increase in total debt, debt burden indicators, which largely reflect debt servicing capacity, have improved at the aggregate level (see figure 1).

This is equivalent to 199 billion, while debt servicing arrears total some 45.8 billion, which is equivalent to over 20 per cent of the total debt stock.

53. Debt servicing obligations continued to sap the economic strength of the least developed countries and consume resources that could be used for domestic investment.

The LDCs, and some donors, called for improvement and continuation of the scope and coverage of existing debt relief schemes and mechanisms, including those relating to debt service obligations to multilateral institutions.
