The Department's strategic planning through systematic evaluation has been reinforced through cooperation with the Office of Internal Oversight Services.

While one of the main current ECA commitments was to strengthen evaluation, OIOS observed that evaluation and self evaluation activities at subregional offices remain weak.

This independent external evaluation will consist of two main elements a governance and oversight review, to be completed within two phases and a review of OIOS, providing audit, investigation, inspection, programme monitoring, evaluation and consulting services to the Secretary General and the General Assembly.

OIOS is currently considering how to strengthen its in depth and thematic evaluation function and its response to ad hoc evaluation requests to ensure that intergovernmental bodies are provided with high quality professional and objective reports on the performance of programmes and activities.

BreastScreen Australia provides free breast cancer screening and assessment services at two yearly intervals to women aged between 50 and 69 years.

Such a high valuation can be justified if SKS provides a better service than the competition, but darker interpretations are possible.

The Advisory Committee points out that much work has already been done on evaluation and processes, including work done by the Office of Internal Oversight Services, as noted above.

The evaluation of gender mainstreaming in UNDP was undertaken to identify gaps and further strengthen the UNDP approach to gender mainstreaming.

UNCTAD's work should be supportive of development goals, taking into account commitments undertaken by member States.

At its forty second session in 2002, the Committee for Programme and Coordination considered the report of the Office of Internal Oversight Services (OIOS) on the in depth evaluation of legal affairs (E AC.51 2002 5).

But to make ratings work, the raters need to be rated.

Ms. TOUATI (Algeria), speaking on behalf of the Group of 77 and China, welcomed the work of the Evaluation Group and expressed the hope that it would continue with a view to further improving the effectiveness of UNIDO services.

The new global Evaluation Committee adopted a plan of action to strengthen the evaluation function throughout UNICEF.

Governments also agreed to pursue evaluation studies based on the evaluation framework where appropriate.

The point was made that this topic would be a relevant follow up to the first Office of Internal Oversight Services thematic evaluation on headquarters field linkages and would logically follow as the next thematic evaluation.

Emphasizes that the evaluation which will follow the pilot phase should be based on the impact of the Cooperation Agreement in terms of enhancing and expanding technical cooperation services and providing a cost effective modality for joint field representation.

Comment of the Administration. In response, the secretariat outlined the steps it had taken to attempt to undertake such an assessment and ascribed the lack thereof to the repeated failure of the Office of Internal Oversight Services to make the necessary administrative arrangements.
