Business to employee (B2E) electronic commerce uses an intrabusiness network which allows companies to provide products and or services to their employees.

The GATS covers distribution services, defining them primarily as distribution of goods.

In particular, it will focus on trade supporting services, including the strengthening of transport efficiency, trade facilitation and customs and legal frameworks economic applications of information and communication technologies and development of the capacity of trade and training institutions.

In 2003, LDCs accounted for 0.4 per cent of world trade in services, mostly transport and travel services.

Since this trade is channelled through distribution networks, growth in distribution services will continue to be a characteristic of the global economy.

The full effects of the reform in distribution services and the expansion of trade and investment, however, are yet to be fully understood at a country level.

To this end, in addition to its taxation, finance, and trade facilitation policies, it should establish trade promotion mechanisms in the world s major export markets, so that firms can build comprehensive networks of international trade service platforms and trade cooperation zones overseas.

During the biennium, funds mobilization efforts will aim at increasing the coverage of, and contributions to the trade capacity building trust fund, established during the International Conference on Financing for Development, and will expand further thematic cooperation with individual donor Governments and the European Union on this high priority.

The average number of employed in the private sector amounts to 2 workers for one private company, so the private sector can be described as undeveloped, turned towards family business, artisan, or trade commerce services.

In the authors' view, the permanent establishment concept is narrowed in cases where, in e commerce transactions, the server in the source country is not at the disposal of the enterprise when a service contract with an Internet Service Provider is concluded.

13.5 New demand for continued growth of ITC services are therefore expected from both recipients and donors, notwithstanding the fact that ITC accounts for only a fraction of the global resources allocated to trade related technical assistance.

Technical assistance should be provided to landlocked developing countries on a priority basis as their trade facilitation needs will depend mainly on transit services and the policies of their transit neighbors.

As a reflection of the widening recognition of the contribution of trade related technical assistance to development, the demand for ITC services seems unlimited and has increased substantially in recent years.

It was asked how the GATS could create an enabling and complementing environment for the reform being undertaken by many countries in distribution services. GATS commitments, it was stated, are not an all or nothing issue .

Trinidad and Tobago does not have any commitments under the General Agreement on Trade in Services (GATS) on distribution services, and determination of the type of commitments that could be made would require that appropriate impact studies be carried out.

Transport, logistics and distribution services are crucial for moving goods and services from one country to another, while business, telecommunications and financial services reduce transaction costs and support trade.

UNCTAD has also been providing extensive training to and building the capacity of the least developed countries in trade negotiations and commercial diplomacy, including on issues related to accession to WTO.
