Participants stressed the need for participatory democracy to ensure the rights of the poor, the oppressed and children.

The independent expert encouraged the Prime Minister to attend the sixty first session of the Commission on Human Rights in Geneva.

The Convention on the Rights of the Child principally enshrines children's participation in all matters affecting children.

Many participants stressed the need for participatory democracy to ensure the rights of the poor, the oppressed and children.

It had been observed that increasing the membership of the Commission on Human Rights had played an important role in enabling more countries to participate in the human rights cause, enhancing national human rights capacity building, and promoting regional and international cooperation.

The Rio Group agrees with the Secretary General that the rule of law is strengthened by universal participation in international instruments for the protection and promotion of human rights.

(b) To contribute to the work of the recently established Independent Human Rights Commission, the responsibilities of which include the promotion of international human rights standards, human rights monitoring, the investigation of violations of human rights and the development of domestic human rights institutions that have dedicated personnel and operative plans

8. Encourages the Special Rapporteur to continue to participate in the work of the Ad Hoc Committee on a Comprehensive and Integral International Convention on the Protection and Promotion of the Rights and Dignity of Persons with Disabilities

At its 2nd meeting, on 14 March 2005, the Commission on Human Rights decided, without a vote, to invite the following persons to participate in its meetings

Participation

The Division for the Advancement of Women and OHCHR will continue to support the participation of the Chairperson of the Commission on the Status of Women and of the President of the Human Rights Council in each other's sessions and the participation of the Chairperson of the Committee on the Elimination of Discrimination against Women in the sessions of the Commission on the Status of Women.

Without participation and representation, women lack voice in setting standards of human rights, in forming policies of protection, in guaranteeing access to education, and in ensuring a right to decent employment.

The Division for the Advancement of Women will continue to participate as a member of the reference group for the Action 2 global programme on strengthening United Nations support for the promotion and protection of human rights worldwide.

The Mission has trained 30 members of the human rights protection forum on gender and women's rights and helped to build the capacity of the Association of Disabled Females International to engage in advocacy activities.

Organizations of indigenous people may also participate as observers, in accordance with the procedures that have been applied in the Working Group on Indigenous Populations of the Subcommission on the Promotion and Protection of Human Rights.

The Declaration on Minorities repeatedly underlines the rights of all groups, small as well as large, to participate effectively in society (arts. 2.2 and 2.3).
