The Office looked forward to the efforts of both the Emergency Relief Coordinator and the donor community to meet those supplementary requirements.

Emergency relief

We congratulate the Emergency Relief Coordinator and the Inter Agency Standing Committee on their efforts to advance the cluster approach.

Briefing by the Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator

Emergency relief cannot be supplied by the international community alone.

This would entail efforts in emergency relief, rehabilitation and reconstruction that may take five to ten years, with resources that cannot be borne by any individual country.

At the same time, 1 million was intended to go to the Emergency Disaster Relief Fund.

Such initiatives should be linked to development plans and take the form of emergency and post emergency relief.

In paragraph 739, the Board recommends that the Office for the Coordination of Humanitarian Affairs ensure that a common anti fraud and anti corruption strategy is adopted by the various United Nations agencies involved in emergency relief efforts.

The international community has responded positively and strongly with an unprecedented global humanitarian emergency relief effort.

It is a simple message. Emergency relief must be built into national programmes of preparedness and risk reduction.

The just concluded visit by the Emergency Relief Coordinator, focused on the humanitarian situation, was also welcome.

We applaud the proposal put forward by Mr. Jan Egeland, Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, for renaming the upgraded Fund as the Central Emergency Response Fund.

Commends the United Nations Assistance Mission in Afghanistan, the Emergency Relief Coordinator and the Afghanistan Support Group for the work accomplished, as well as the Implementation Group for coordinating the rehabilitation and reconstruction efforts, and encourages such coordination efforts to continue so as to facilitate the effective and efficient delivery of assistance

Trust funds not related to programmes approved by the UNICEF Executive Board are not entered in the financial accounts of UNICEF as income and expenditures. In 2001, a dedicated IDP Unit was created within OCHA to support the Emergency Relief Coordinator.

The situation in the Democratic Republic of the Congo was dangerous and difficult and the United Nations Emergency Relief Coordinator considered that the country was facing the world's most serious humanitarian emergency.

Disaster Relief

The Guide has been designed to assist businesses in identifying effective ways to support United Nations emergency relief efforts.

The Seventh Meeting will be held in Bangkok on the occasion of the Eleventh Congress and will focus on corruption prevention and control in disaster emergency relief.

Emergency assistance is useful, but it is only that emergency assistance.

At this meeting the Security Council will hear a briefing my Mr. Jan Egeland, Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator.

At the 27th meeting, a statement was made by the moderator of the panel, Margareta Wahlstrom, Deputy Emergency Relief Coordinator and Assistant Secretary General for Humanitarian Affairs.

The United Nations system has continued to provide on the ground assistance in various fields, so as to engage in a transition from emergency relief to development.

The International Federation of Red Cross and Red Crescent Societies (IFRC) welcomes the decision of the General Assembly to hold a special debate on the urgency of strengthening emergency relief.

In commending the Emergency Relief Coordinator and his staff on their excellent performance thus far, we recognize the very difficult task which they face and resolve to continue our support for that department.

Let me conclude by reiterating Canada's commitment to continue working with the Emergency Relief Coordinator and Member States in strengthening the humanitarian system.

In 2001, Emergency Health and Emergency Social Services were combined under one Director of Emergency Health and Social Services with sole signing authority for emergency disasters.

Humanitarian and Disaster Relief Assistance

That approach called for a concerted effort within the United Nations to bridge the gap between emergency relief and development, as exemplified by the Human Security Trust Fund.

The Resident Coordinator reports to the Emergency Relief Coordinator during the emergency and is backed by the disaster management team, which should mirror the structure of the Inter Agency Standing Committee and include the Red Cross movement and representatives of non governmental organizations.
