2. Approves all the recommendations and conclusions contained in the reports of the Board of Auditors, and endorses the observations and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions A 55 487.

In document A 60 387, the Advisory Committee on Administrative and Budgetary Questions reviewed the report of the Board of Auditors and the corresponding report of the Secretary General (A 60 113).

Further, the Committee notes that UNFPA is committed to implementing results based budgeting and that it is cooperating closely with UNDP and UNICEF in developing a common approach for the transition.

Report of the Advisory Committee on Administrative and Budgetary Questions

In paragraph 36 of its report to the Security Council,1 the Board had recommended that the UNCC secretariat draw attention to the lack of a decision by the Governing Council on the matter of interest on awards of compensation.

The Governing Council has entrusted three tasks to the Panel.

Members of the Governing Council are eligible for immediate re election.

Based on this review, the Panel submitted reports and, as appropriate, recommendations to the Governing Council on work undertaken on the projects and expenditures of the funds awarded for the projects.

2. Approves the recommendations and conclusions contained in the reports of the Board of Auditors, and endorses the observations and recommendations contained in the report of the Advisory Committee on Administrative and Budgetary Questions A 57 439.

Details concerning these requests, and the Executive Secretary's recommendations to the Governing Council with respect thereto will be contained in upcoming article 41 reports to the Governing Council.

Comment of the Administration. The UNCC secretariat submitted a note to the Governing Council on the phasing out of UNCC dated 11 November 2004, which has remained under consideration by the Governing Council.

In considering the claims, Commissioners will apply Security Council resolution 687 (1991) and other relevant Security Council resolutions, the criteria established by the Governing Council for particular categories of claims, and any pertinent decisions of the Governing Council.

(e) The adoption by the Governing Council of a new strategic environmental law programme.

The Council also adopted a summary by the President of the Governing Council.
