In the current system, the government buys, warehouses, and distributes agricultural products. As a result, an enormous amount of goods are spoiled in storage, while production incentives are misdirected.

The appropriation of this amount would be considered by the General Assembly in accordance with the procedures for the use and operations of the contingency fund.

This ramification is highlighted by the consistently high domestic absorption (private and public consumption and investment expenditures to GDP ratio) and the allocation switch from investment to consumption.
