The Basel Convention has identified ten processes that might be permitted for the purpose of destruction and irreversible transformation of the persistent organic pollutant content in wastes when applied in such a way as to ensure that the remaining wastes and releases do not exhibit the characteristics of persistent organic pollutants.

Information on zero waste possibilities, reduction of unintentionally produced persistent organic pollutants and social and economic considerations, as well as some case studies, would be included in the guidelines.

Reference is made to decision VII 12 on the work programme of the Open ended Working Group) of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and to decision VII 22 on the harmonization of lists of wastes and related procedures.
