His findings show some encouraging and tangible progress in the commitment of the Provisional Institutions of Self Government to the implementation of the standards.

On the one hand, the announcement of provisional results, on 26 April 2005, marked the outbreak of the most serious acts of political violence and systematic violations of human rights.

We also welcome UNMIK's effort to work with the Provisional Institutions to reform local government throughout Kosovo.
