At its 34th meeting, on 21 July, the Council adopted draft resolution II recommended by the Commission,13 entitled Situation of women and girls in Afghanistan . See Council resolution 2005 8.

In that connection, the view was expressed that the countries especially affected by sanctions regimes, including target countries, should be given access to sanctions committees to explain their situation directly related to the implementation of sanctions.

Recent developments related to the role of the General Assembly and the Economic and Social Council in the area of assistance to third States affected by the application of sanctions

Before the adoption of the draft resolution, the representative of the United States made a statement after it was adopted, the observer for Palestine made a statement (see E 2005 SR.39).

Mr. Hafrad (Algeria) said that the Committee and the Special Committee should continue to consider the question of assistance to third States affected by the implementation of sanctions.

Monitoring of sanctions implementation by sanctions committees and monitoring mechanisms, in accordance with relevant Council resolutions, can increase the effectiveness of sanctions.

Mr. Bessler noted that although the trend had shifted from comprehensive to targeted sanctions, methodologies for assessing the humanitarian implications of certain sanctions remained important.

Sanctions

As an example of the evolution of targeted sanctions, lists of individuals and entities drawn up by sanctions committees play an increasingly important role in achieving the objectives of targeted sanctions.

The Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization met from 14 to 18 March 2005.3 The report summarizes the discussions on the question of the implementation of the Charter provisions related to assistance to third States affected by sanctions.4

The Chairman emphasized that the issue of the implementation and enforcement of sanctions was essential to the success of any sanctions regime.

Pursuant to the provisions of Council resolution 2000 32 and Assembly resolution 59 45, the report of the Secretary General on the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions (A 59 334) will be made available to the Council at its substantive session of 2005.

A better understanding of sanctions lists, and of their potential and limitations, is required at the level of sanctions committees and States.

We also thank the Committee's Analytical Support and Sanctions Monitoring Team for its work to improve the effectiveness of the sanctions regime.

Implementation of sanctions measures

The World Bank has addressed the unique needs of conflict affected countries in several of its country assistance strategies.

The systematic establishment of monitoring mechanisms to support, monitor and assess the implementation of sanctions and to provide technical advice to the sanctions committees is an important development.

These monitoring mechanisms assist the respective sanctions committees with monitoring and assessing the implementation of sanctions, as well as with providing technical advice.
