That would reduce the amount outstanding at the end of 2005 compared with the end of 2004.

Of the 73 million outstanding as at 7 October, the United States and Japan both owed about 28 million, Argentina owed over 3 million, and Brazil accounted for over 2.6 million.

One can carry out an orderly rescheduling of the PIIGS public debts without actually reducing the principal amount owed.

For overseas branches, the net amount due to the local parent companies is taken as an approximation of the magnitude of direct investment.

Bangladesh was concerned that the amount owed to it  46 million remained the highest, although it had declined in comparison with 2003, when it had been about 69 million.

Of the total amount due for distribution of 3,624,342 as at 31 December 2004, an amount of 536,534 was applied against the 2005 assessments.

There was no room for complacency, however, as the level of debt owed to Member States as at 31 December 2004 had been estimated at 605 million. The situation could become worse if the Organization had to resort to cross borrowing from the peacekeeping budgets to fund regular expenditure.

Predatory lenders went further, offering negative amortization loans, so the amount owed went up year after year.

Of the total amount outstanding of 739 million, 606 million is accounted for by the United States of America, 64 million by Brazil and 22 million by Argentina.

(b) Existing receivable means a receivable that arises upon or before conclusion of the contract of assignment and future receivable means a receivable that arises after conclusion of the contract of assignment

The minimum payments necessary to reduce the amounts owed by those Member States on their contributions so that they remain below the gross amount assessed for the preceding two full years (2003 2004) are as follows

Interest income in excess of the budgetary estimate ( 660,500) for the year 2004 is 57,870 actual amount, if any, due for distribution to eligible Member States will be determined at the end of the biennium.

The total amount due as at 31 December 2004 amounts to 1,000,000 ( 737,000 at the United Nations operational rate of exchange as at 31 December 2004).

At 31 December 2004, Japan and the United States of America together accounted for almost 1.5 billion, 57 per cent of the total, with Ukraine, France, China and Germany also owing in excess of 100 million each.

(c) If a nominated beneficiary does not survive, or if a designation of beneficiary has not been made or has been revoked, the amount standing to the credit of a staff member will, upon the staff member's death, be paid to his or her estate.

Although the total amount outstanding is more than 400 million lower than at the end of 2004, it still stands at over 2.1 billion, and as noted above, further assessments can be expected during 2005.

The Advisory Committee was informed that troop cost reimbursement from inception to June 2004 totalled 216.3 million, while the estimated amount owed for the period from July 2004 to January 2005 was 84.6 million.

The actual amount paid may be lower than the amount bid, for example 1 cent more than the next highest bidder.

(q) Assignor means the person that makes an assignment of a receivable.

The debt to Member States was extremely high and delays were due not only to the failure to pay assessed contributions (four countries accounted for 68 per cent of the peacekeeping arrears as at 15 October 2004) but also to the slowness in processing requests for reimbursement. His delegation had repeatedly called for the streamlining of that procedure.

(i) Another assignee of the same receivable from the same assignor, including a person who, by operation of law, claims a right in the assigned receivable as a result of its right in other property of the assignor, even if that receivable is not an international receivable and the assignment to that assignee is not an international assignment

The balance of 511 million was outstanding from 167 other Member States.

The balance of 11 million was owed by 108 other Member States.

But the debate about austerity and the cost of high public debt levels misses a key point Public debt owed to foreigners is different from debt owed to residents.

Application of this amount brought to 16,135,838 the total amount of outstanding assessed contributions for the former Yugoslavia.

Only 5 per cent of the amount requested has been received.
