The estimate of 14,400 under this heading relates to the contributions expected in the biennium 2006 2007 from the Holy See, which is currently the only non member State in the category described above.

Observers are Democratic People's Republic of Korea, Dominican Republic, Guyana, Haiti, Israel, Madagascar, Paraguay, Yemen, African Union, European Community, Holy See and International Committee of the Red Cross.

Monsignor Dimaculangan (Observer for the Holy See), referring to the statement by the representative of El Salvador, said that the Catholic Church did not require constitutional or legislative provisions prohibiting abortion.

While the Holy See acknowledged the right of all peoples to live in security, it considered that the Holy Land was in greater need of bridges than of walls.

In a note verbale dated 1 March 2005, the Permanent Observer Mission of the Holy See to the United Nations informed the Secretary General that the Holy See has made scholarships available to 10 inhabitants of American Samoa, two inhabitants of the United States Virgin Islands and three inhabitants of Guam.
