28F.13 The Director of the Division for Management is responsible for providing effective leadership and direction on the management of administrative, conference and related support services for United Nations entities located at Vienna.

Pending submission of the Mission's revised 2004 05 budget to the General Assembly, the Advisory Committee on Administrative and Budgetary Questions, in a letter from its Chairman dated 8 December 2004 addressed to the Secretary General, concurred in the Controller's request to enter into commitments for MONUC in the amount not exceeding 49,950,000 in order to meet the immediate additional logistical and military personnel requirements of the Mission.

The integration of Department of Peacekeeping Operations civilian field personnel into a unified security management system is defined by a unique relationship of mutual support.

The Office of Internal Oversight Services has recommended the migration of the technical development, maintenance and support functions from the Department of Peacekeeping Operations to the Department of Management, specifically to the Information Technology Services Division of the Office of Central Support Services.

The Electoral Assistance Division is consistently engaged by the Department of Peacekeeping Operations in the planning and management of electoral support aspects of peacekeeping operations.

UNICEF has included the development of automated alerts and statistics on the use of information technology resources in the office management plan and support budget for 2006 2007.

The Executive Director is also responsible for the coordination of environmental activities within the United Nations system and the provision of support to the UNEP Governing Council Global Ministerial Environment Forum.

Role in the response of the Department of Economic and Social Affairs to the Indian Ocean tsunami. In response to the tragedy of the Indian Ocean tsunami that occurred on 26 December 2004, the Forum secretariat contributed to the message of support of the Department of Economic and Social Affairs.

The Department of Peacekeeping Operations remains an important partner in providing support to electoral processes in post conflict situations (see paras. 34 64 below).

The support given by the Department of Public Information to those media was also key to disseminating a clear, objective and realistic picture of the United Nations.

The district councils, which are vital to decentralized and participatory governance, should be adequately supported, to help to ensure the effective delivery of services to the population.

Management of the filing and distribution on an expeditious basis, of the judicial documents of the Tribunal to the Judges, the supporting legal staff, the Parties and the Press and Public Affairs Unit for disseminating to the public.

Support has also been provided to the police administration through the development of a new personnel database project, including the training of human resources to maintain the system.

(f) Promote an integrated systems approach to conflict management and provide support for the strengthening of all informal conflict mechanisms in place

Information sharing and dissemination develop effective management of gender related knowledge so as to support Governments and civil society in their efforts to mainstream gender into policies and programmes.

The Division has redefined the terms of reference of its Information and Communication Technology Service Unit to include responsibilities for quality assurance, continuous improvement and risk management support.

The Department of Peacekeeping Operations and the Department of Political Affairs have agreed to provide capacity building support through a staff exchange programme with African regional organizations.
