The regulatory environment has been highly liberal and regulations have been by and large limited to codes related to the construction of retailing real estate.

While progress had been made in establishing a favourable regulatory environment, certain problems remained in providing services.

16. Another change in the organizational strategy of international organizations is the growing emphasis on assessing in house projects for their environmental impact or the inclusion of sustainable development concerns in their organizational programmes.

There does therefore appear to be scope in many countries for reforming certain aspects of the regulatory and legal environment without compromising broader social goals.

It is because politicians are in the pockets of financial interests, they said, that the regulatory environment allowed those interests to reap huge rewards at great social expense.

There may thus be substantial scope for reforming certain aspects of the regulatory and legal environment in developing countries without compromising broader social goals.
