The expanded immunization programme maintained its robust performance, attaining overall coverage rates of over 96.2 per cent for all vaccinations in 2001.

However, the Committee regrets the lack of official data on the number of children with disabilities and the lack of care facilities for these children, especially in rural areas, and the fact that a large number of children with disabilities do not attend any form of education.

Articles 29, 53 and 63 of the educational policy emphasize the need for academic curricula to take account of the specific characteristics of children's development, ensuring their proper spiritual, mental, emotional and social development and cultivating their particular talents.

The fact that children with disabilities do not have access to public buildings and public transport is also of concern to the Committee.

It was estimated that 100 million children worldwide had disabilities, often caused by armed conflicts and political violence.

Moreover, since such persons needed education even more than the non disabled, children with disabilities should benefit from affirmative action in all education programmes, without which they had no chance on the labour market.

10.26 Since independence little has been done to include children with disabilities in mainstream education.

A project on the registration of births had been started up, and special programmes were being carried out for disabled, abandoned and street children.

The Government supported the international efforts to promote school attendance by abandoned children and integrate disabled children in society it was carrying out specific programmes in those areas.

25. The Committee remains concerned that children with disabilities, whenever possible, are not included in the regular school system.

In the same vein, they supported the proposed Comprehensive and Integral International Convention on the Protection and Promotion of the Rights and Dignity of Persons with Disabilities and would like it to make specific reference to children.

The school health units run by the Ministry of Education deliver school health services in accordance with the principles of the right to life, survival and development enunciated in article 6 of the Convention on the Rights of the Child.

(b) Undertake all necessary measures to combat discriminatory attitudes towards children with disabilities, particularly amongst children and parents, and promote their participation in all aspects of social and cultural life

In order to protect persons living with disabilities, we believe that it is necessary to conclude as soon as possible the convention on the rights of persons with disabilities.
