4. Estimated expenditures of the United Nations system by sector,

Estimated total expenditure for 1994 1995 from all sources of funds is presented below.

Expenditure on health services, including regulation and protection, accounts for approximately 15 per cent of the recurrent expenditure estimates.1

Total expenditures, including management fees, totalled 110.4 million.

This financial plan sets planned regular resources expenditure at a level that guarantees compliance with this target.

Such cost factors include, for example, ICSC decisions on a variety of staff entitlements (e.g. dependency allowance, education grant), and changes in the average step of posts by grade level.

10. In view of the unusual circumstances under which the mission operated during the reporting period, the estimated expenditures are provisional.

With regard to the financial arrangements, it will be recalled that in accordance with the practice followed on the occasion of previous multilateral disarmament conferences, and as reflected in the Rules of Procedure, the costs of such conferences, including those pertaining to preparatory meetings, would be shared among the States Parties participating in the conferences, based upon the United Nations scale of assessment pro rated to take into account the number of

Subject to the States Parties' approval of the estimated costs and cost sharing formula, assessment notices will be prepared based on the overall estimated costs and applicable cost sharing formula.

The estimated expenses required to maintain the current structure of the secretariat are anticipated to exceed the approved budget for the biennium.
