It is the fixed costs that limit the diffusion of the networks. So, a strategy for inclusive growth has to focus on ways of either lowering or paying for the fixed costs that connect people to networks.

With regard to the financial arrangements, it will be recalled that in accordance with the practice followed on the occasion of previous multilateral disarmament conferences, and as reflected in the Rules of Procedure, the costs of such conferences, including those pertaining to preparatory meetings, would be shared among the States Parties participating in the conferences, based upon the United Nations scale of assessment pro rated to take into account the number of

Any future course of action will need to address pricing accuracy and reduce the high fixed cost base.

Costs and financing The cost of supplying water consists, to a very large extent, of fixed costs (capital costs and personnel costs) and only to a small extent of variable costs that depend on the amount of water consumed (mainly energy and chemicals).

If income is expected to be low (perhaps because of other missing networks), it does not pay to connect a firm or a household to the network, because the fixed costs will not be recouped. Growth is not inclusive because fixed costs deter markets from extending the networks that underpin it.

Common to both options is the need to promptly implement a series of measures to cut UNOPS fixed cost base.

UNOPS management proposes to work out a strategy to address the fundamental problems of income volatility and high fixed costs that characterize the existing organizational arrangements.

While continuing to provide a range of service lines, UNOPS will rationalize and streamline its corporate and support structures to reduce its fixed cost base, introduce activity based costing, and price its services to ensure full cost recovery.

The budget submission was presented in gross terms, including the United Nations cost sharing, and, for further clarity, the provision for each category of expenditure was apportioned between the Fund and the United Nations under the cost sharing agreement.

(c) Increase flexibility by using contractual forms that allow UNOPS to manage peaks of activity without increasing fixed cost capacity, and by hiring versatile, mobile resources.

Purpose and approach The GEF operates as a mechanism for international cooperation for the purpose of providing new and additional grant and concessional funding to meet the agreed incremental costs of measures to achieve agreed global environmental benefits. In paragraph 379, the Board recommended that UNICEF adopt and implement a methodology to determine the total costs, including staff costs, of its major information technology projects.

General description There is a need for the Governments that are signatories to the Stockholm Convention on Persistent Organic Pollutants (POPs) to implement legal, organizational, cleaner production and environmental management measures, including substantive technological changes, in order to comply with the requirements of the Convention.

Out of the total approved budget for the sSecretariat for the biennium 2004 2005, 85. per cent is allocated for staff related costs, compared to 50. per cent in the previous biennium.

The cost of the entire UN system is about 20 billion, or less than the annual bonuses paid out in a good year on Wall Street.

Total full costs of such travel and subsistence will amount to 13,300 dollars annually or a total of 39,900 dollars for the three year mandate under Section 24, Human Rights, of the programme budget.
