The experience from earlier sessions of the Commission indicates that the fulfilment of the request contained in resolution 5 3 for the submission of draft proposals one month prior to the commencement of the session had seldom been met, with the majority of draft resolutions being submitted either during the session or, in very few cases, one or two days before the commencement of the session.
