The Security Council pays tribute to the spirit of peace and dialogue demonstrated by the Burundian people throughout the transitional period, and commends them for their encouraging participation in the electoral process.

The Secretary General was requested to initiate negotiations with the Government and all Burundian parties on how such mixed Truth Commissions and a Special Chamber within the court system of Burundi could be established.

The multi donor demobilization and reintegration programme trust fund is also financing a project for child soldiers in Burundi, implemented by the Burundian authorities with technical assistance from the United Nations Children's Fund (UNICEF).

To achieve these objectives, UNHCR in Burundi joined efforts with other United Nations organizations, the Burundian authorities and more than 20 NGOs, and is an active member of the Cellule Inter Agence de Réinsertion (CIR).

There are over 430,000 Burundian refugees outside the country, most of them in the United Republic of Tanzania some 238,000 of them in camps and 198,000 more living in settlements in the west of the country.

Encouraging the new authorities and all Burundian political actors to continue on the course of stability and national reconciliation and to promote social concord in their country, while recognizing that numerous challenges remain to be addressed,

Separately, Burundian authorities have claimed that the Forces nationales de libération (FNL) are maintaining a presence in Congolese territory and that elements of the Transitional Government allow FNL to use the Ruzizi plains as a rear base.

So far, despite the indication from the Burundian Minister of Justice that the national investigation into the Gatumba massacre had been completed, no report has been issued by the Government and the authors of the attack remain free.
