This suggests that in the statute of a court there would need to be provision for the review of conviction and sentence by an appellate tribunal, e.g., a full bench of a court.

One could not adopt any per se rule that three rounds of appellate litigation amounts to proof that an applicant has been deprived of a right to a fair hearing by a competent, independent and impartial tribunal, especially since here the appellate courts have acted to restrain the administrative agency in question on its various grounds of denial of the author's claims.

Information technology staff of the Tribunal made presentations on the Tribunal's delay broadcast system, access to Tribunal documents, and exchange of documents between the War Crimes Chamber and the Tribunal.
