Article 20, paragraph 1, states that Any Party may propose amendments to this Protocol .

Interpretation and amendments

The Irish government has stated emphatically that any amendments to the Lisbon Treaty connected to eurozone reforms will not require a referendum.

At the time of writing, the Secretariat has not received any formal proposals from Parties of adjustments or amendments to the Protocol.

One representative urged Parties to concentrate on ratifying prior amendments, rather than on new amendments.

In the absence of any radical reforms, which would require amendments to the Charter of the United Nations, certain concrete measures can be taken immediately.

The secretariat shall also communicate the text of any proposed amendments to the Parties and signatories to the Convention and, for information, to the Depositary .

In some cases, the amendments increase the compensation claimed and in others, the amendments decrease the compensation claimed.
