Measures to strengthen the accountability framework

An essential component of the accountability framework is the clear and meaningful measurement of programme delivery.

The European Union would also welcome further information on the status of the revised United Nations security management accountability framework, which should be completed as soon as possible.

In the longer term (as part of the organization development process), the Agency intends to establish a more comprehensive accountability framework that will address this and similar problems.

The world needs true accountability, not empty words about accountability.

Furthermore, it was important to consider the framework of corporate accountability and to examine the relationship between voluntary and regulatory approaches so as to ascertain the complementarities between them.

The Secretary General is therefore taking additional actions where it is within his authority to do so, particularly in the critical areas of the accountability framework, oversight, ethics and transparency.

UNMIS had a unique, decentralized organizational structure which required it to develop an accountability framework specifying the respective responsibilities of headquarters and regional offices for both substantive and administrative work.

Developing countries should be accorded policy space to develop their own strategies tailored to their developmental needs, within a framework that provides for accountability, transparency and integrity in the system.

The revised accountability framework will now be submitted to the High level Committee for Management and then to the United Nations Chief Executives Board for Coordination (CEB) for their review.

The policy framework reflects High level Governmental Commitments in five important areas, namely (1) universal access (2) community based health services (3) family planning (4) decentralized management (5) local financial accountability.

13. Requests the Secretary General to submit to the General Assembly at its sixtieth session an accountability framework for the United Nations security management system as a whole, which would, inter alia

The accountability framework at the United Nations is based on a hierarchy headed by the General Assembly that flows through the Secretary General, senior managers and middle management to all other staff.

States, entities of the United Nations system, non governmental organizations, civil society, researchers and individual women are using this framework for preventing and responding to violence against women and for enhancing accountability.

Experts agreed on the need for a comprehensive, coordinated and holistic approach to prevent and eliminate violence against women that addresses such violence in a human rights framework and ensures State accountability.

The Board also recommends that UNOPS consider, within its resource constraints, the establishment of an accountability framework so that control procedures are performed to ensure that data are valid, accurate and complete.

Decentralization requires accountability at all levels and corresponding multiple accountability mechanisms elections alone are insufficient.

In the framework of enhanced coordination and accountability, the action plan will be utilized by intergovernmental and inter agency bodies as a yardstick against which to assess periodically the United Nations system's efforts.

This, together with my announcement to establish a Management Oversight Committee and other initiatives to strengthen integrity, accountability and oversight, provides a solid foundation for an improved internal governance framework for the Organization.
