No individual or entity on the List has brought legal action against Sierra Leonean authorities.

Of these, 179,497 Sierra Leonean refugees returned with the assistance of UNHCR while 92,494 returned spontaneously.

The team met with a wide cross section of Sierra Leonean and international stakeholders in the peace process.

The operation to support the repatriation of Sierra Leonean refugees launched in 2001 was concluded in December 2004.

The Outreach Section, which is entirely composed of Sierra Leonean staff, has undertaken a wide range of initiatives.

Sierra Leonean security sector representatives reported that this was allowing for a reduction in Sierra Leone armed forces deployment sites in areas in the Eastern Province, bordering Liberia.

(vi) strengthening the Sierra Leonean security sector, in cooperation with the International Military Advisory and Training Team and other partners

The Court is mandated to try those bearing the greatest responsibility for serious violations of international humanitarian and Sierra Leonean laws committed in the territory of Sierra Leone since 30 November 1996.

Since the last report, several repatriation operations have been completed, including those for Sierra Leonean refugees and Somali refugees (from Somaliland ) in Ethiopia.

I would like to appeal once again to donors to consider contributing generously towards the urgently needed assistance for the Sierra Leonean security sector.

The Special Court will also leave a legacy for the Sierra Leonean personnel who represent approximately 60 per cent of the 340 staff members.

The Sierra Leonean authorities reported to the assessment mission that the deployment of UNMIL in the areas bordering Sierra Leone had resulted in a substantial reduction in illegal cross border activities and improved border security.

Strengthening the capacity of the Sierra Leonean security sector also needs to be assessed in the context of the fragile security situation in the wider Mano River basin subregion, comprising Côte d'Ivoire, Guinea, Liberia and Sierra Leone.

In a remarkable development, 271,991 Sierra Leonean refugees returned, of whom 190,515 came from Guinea, 79,915 from Liberia and 1,561 from other countries in the region.

In West Africa, for instance, the voluntary repatriation operation for Sierra Leonean refugees ended in July 2004, some 270,000 refugees having returned over the preceding four years.

(b) to liaise with the Sierra Leonean security sector and other partners, to report on the security situation and make recommendations concerning external and internal security threats

The assisted repatriation of Sierra Leonean refugees that started in 2000 ended on 31 December 2004, bringing more than 270,000 refugees back home, nearly 180,000 with UNHCR assistance.

This would provide time for the further strengthening of the Sierra Leonean security sector, while allowing for a smooth transition from peacekeeping to capacity building in the post UNAMSIL period.

The founders of the Court, the Government of Sierra Leone and the United Nations, deliberately sharpened the focus of the Court by limiting its mandate to those persons who bear the greatest responsibility for serious violations of international humanitarian law and Sierra Leonean law committed in the territory of Sierra Leone in the relevant period.

However, concrete steps have yet to be taken to ensure that the agreement is abided by, including the withdrawal of Guinean troops from Sierra Leonean territory and the subsequent demarcation of the boundary.

The United Nations Mission in Sierra Leone (UNAMSIL) continued to make progress in complying with the benchmarks established for it by the Security Council, which include strengthening the capacity of the Sierra Leonean armed forces and police to maintain security and stability nationwide, as well as consolidating State authority throughout the country.

In many ways, the Special Court will enable its Sierra Leonean personnel in all areas of operations, and their local counterparts, to develop their professional expertise despite the Special Court's lack of an explicit capacity building mandate.

UNHCR continues to provide protection to 12,700 refugees from Côte d'Ivoire living mostly with host communities in the eastern part of Liberia and is trying to facilitate the local integration of the 2,800 Sierra Leonean refugees who chose not to return.

UNMIL and UNAMSIL units hold regular liaison meetings attended by representatives of the Sierra Leonean and Liberian authorities at the two main border crossing points at Gendema Bridge in the south and Buedu in the north and carry out other liaison activities.

The General Assembly would be interested to know that the food security objective of ensuring by the year 2007 that no Sierra Leonean goes to bed hungry is consistent with, and directly linked to, the MDGs so are the objectives embodied in our Poverty Reduction Strategy Paper.

Finally, I would like to express my gratitude to the Special Court's managers who are here today, and to commend them and all the staff of the Court for helping to achieve justice for the victims of the Sierra Leonean conflict sometimes under harsh circumstances with an innovative and true commitment.
