The OSCE Minsk Group Fact Finding Mission has officially presented its report to the OSCE Permanent Council.

The mechanism of the conflict settlement was established in 1994 as the OSCE Minsk Group co Chairs.

At present, three permanent members of the Security Council the United States of America, France and the Russian Federation are the OSCE Minsk Group co Chairs.

We remind the General Assembly that Armenia is negotiating on behalf of Nagorny Karabakh within the OSCE Minsk group framework because Azerbaijan refuses to negotiate directly with the authorities of Nagorny Karabakh.

The OSCE serves as mediator through the Minsk Group co chairs (the governments of France, Russia, and the United States) in the most explosive of all the conflicts and security threats in the Caucasus.

As is known, with a view to settling the Armenia Azerbaijan conflict over Nagorno Karabakh, international efforts began with the establishment of the OSCE Minsk Group and the determination of the mandate for the future peace conference.

However, Azerbaijan still hopes that the Armenian side will not miss this chance to advance the negotiation process, with the assistance of the OSCE Minsk Group Co Chairmen, in accordance with the key understanding reached within the Prague process.

The result of the fact finding mission should have put Azerbaijani concerns to rest and convinced Azerbaijan of the necessity of making a genuine effort to negotiate a lasting solution to the Nagorny Karabakh conflict, within the OSCE Minsk Group.

The Parliament of Azerbaijan calls upon the Armenian side to take a constructive position in the peace process and to refrain from actions which stalemate the talks within the OSCE Minsk Group and complicate the restoration works to be carried out in the region after the settlement.

Armenia appreciates the diligent, hard work of the Minsk Group co chairs and the members of the Mission.

Expresses its support to the activity of the OSCE Minsk Group and consultations held at the level of foreign Ministers of Azerbaijan and Armenia and its understanding that a step by step solution will help ensure gradual elimination of the most serious consequences of the aggression against the Republic of Azerbaijan.

We call on Azerbaijan to acknowledge the results of the Mission and to continue negotiations within the Minsk Group framework.

The refusal to register the Krishna group as a religious association was appealed to the Minsk Central District Court in 2002.

Can Minsk 2.0 Save Ukraine?

The representative of the Russian Federation said that the Security Council resolution in question had been adopted prior to the establishment of the Minsk Group.

Here, I am referring to the Group of Seven countries and, of course, to the United Nations and the OSCE specifically.

OSCE Counter Terrorism Action

What opportunities do you see for the OSCE and its expertise outside of the OSCE region?

Striving to avoid duplication of efforts and foster complementarity, the OSCE regularly inventories all OSCE and non OSCE counter terrorism, border security and law enforcement programmes in the region.

You mentioned the success of the OSCE election teams sent to Afghanistan and to the Palestinian Authority and said that the OSCE could develop its relations beyond the OSCE region even further.

The OSCE is doing its part.

Summary of OSCE counter terrorism activities

The Government limited itself to informing the Working Group that on 29 April 2004 the Prosecutor in Minsk chose detention in custody to be applied as a preventive measure (see paragraph 15 above).

The same address had earlier been approved by the Minsk City Executive Committee.

OSCE also promotes FATF recommendations on MLTF.

The authors' application referred to a housing block at 11 Pavlova Street in Minsk.

But the OSCE was almost completely powerless during the Kyrgyzstan crisis, and only recently was it finally able to secure agreement to send a small police advisory group there.

Mongolia is now an OSCE Partner for Cooperation.

I believe that, by implementing the Strategy, the OSCE can take on some of the burden of the United Nations in the OSCE area.

Earlier this year the OSCE sent a needs assessment team to the Palestinian territories to see what help the OSCE could offer on elections.

It is less a case of what the United Nations can do for the OSCE than of what the OSCE can do for the United Nations.

And it just so happens that neighboring Kazakhstan currently holds the chair of the OSCE and will host an OSCE summit in its capital later this year.

The Office of Democratic Institutions and Human Rights of OSCE has produced an annual background paper on the use of the death penalty in OSCE member States.

Of course, the OSCE had very few resources in the region to begin with, but some members, notably Russia, have been unwilling to give the OSCE a larger role.

The deterioration in Ukraine s position between the two ceasefire agreements Minsk I, negotiated last September, and Minsk II, completed in February shows the extent of Putin s success. But that success is temporary, and Ukraine is too valuable an ally for the EU to abandon.
