Unblocking Corporate Governance Reform

In the area of governance reform, the mandate of the Governance Reform Commission established by the Comprehensive Peace Agreement will expire in January.

Until we embarked on governance reform, this would probably have been impossible.

As a rule, broad governance reform is neither necessary nor sufficient for growth.

So, interest group politics commonly produce substantial obstacles to reform of corporate governance.

Of course, IMF governance reform will also need to be part of the discussion.

Unfortunately, much of the discussion surrounding governance reforms fails to make a distinction between governance as an end and governance as a means. The result is muddled thinking and inappropriate strategies for reform.

It is not sufficient, because sustaining the fruits of governance reform without accompanying growth is difficult.

(d) Promoting popular participation in local governance and implementing decentralization programmes (an aspect of democratic reform)

Problems generating the need for reform of this sector are generally the result of poor governance.

The Governance Reform Commission has also produced a draft code of conduct for civil servants and public officials.

The Danish case highlights the pivotal role of governance reform if Europe is ever to meet its Lisbon goals.

The United Nations is far from perfect. It needs reform as do the bodies that provide global economic governance.

It is in this context that Europe s commitment to internal reform, human rights, international law, and responsible governance should be seen.

Liberia's international partners stand ready to discuss with the incoming Government a successor arrangement to move the governance reform process forward.

With aid comes a reciprocal responsibility on the part of recipient Governments to tackle corruption, strengthen governance and promote institutional reform.

The future of the United Nations depends on full implementation of an institutional reform agenda that addresses revitalization of the General Assembly, reform of the Security Council and improved governance in the Secretariat.

Last but not least, the international monetary system requires governance reform, which includes giving a stronger voice to emerging and developing countries.

Changing that pattern will require a restructured financial system that allocates savings efficiently, based on fiscal and capital market discipline and corporate governance reform.

The strategies are linked to sound governance of the global ICT infrastructure, collaboration within the organization and working within the United Nations reform process.

The Conference on the Governance of High Seas Fisheries and the United Nations Fish Stocks Agreement, hosted by Canada in May 2005, and the resulting St. John's Declaration signed by 19 Ministers or their designates constitute an important political commitment to international cooperation in the reform of fisheries governance.

When citizens become so outraged that their voting decisions may be affected by politicians failure to improve investor protection, public demand for governance reform can overcome the power of vested interests.
