Trade not Aid became the new watchword.

Aid for trade is fast becoming a necessity.

Trade and aid measures should be mutually supportive.

A more ambitious approach would be to link aid and trade explicitly.

Aid for trade, in addition to aid for development, should assist developing countries in developing supply capacities, competitiveness and development oriented infrastructure.

Thus, aid for trade, one of the key tasks on the WTO agenda, has weak institutional links to trade negotiations.

Thus, Japan has increased its aid and trade with India.

Industrial countries would increase aid levels and lower trade barriers.

Developed countries have repeatedly broken their promises of aid or trade.

That is the central aim of the Aid for Trade initiative.

But, without trade reform and action on climate change, more and better aid will not suffice.

We must work for better policies, more trade, more aid and smarter use of aid, so that those children can create a brighter future for their own children.

Thus, aid for trade, one of the key tasks on the WTO agenda, has weak institutional links to trade negotiations. In fact, it might be more accurate to say that it is wholly separate.

Moreover, an intrinsic and often neglected problem is how to divide management of aid and trade schemes among international and domestic institutions.

It is especially unacceptable that the principal agents of international cooperation trade and aid should be used as instruments to perpetuate underdevelopment.

However, essentially all LDCs needed external support, and the European Union, which already accounted for approximately half the volume of world aid to these countries, would contribute substantially, through a special facility, to the aid for trade initiative.
