23.30 The Deputy High Commissioner assists the High Commissioner in the overall direction and management of the Office.

The directive establishing a general framework for equal treatment in the workplace and the professions was adopted in October 2000.

Overall Mission direction and management are to be provided by the immediate Office of the Special Representative of the Secretary General.

Member States noted that the Council is especially well placed to serve as a platform for systematic and comprehensive monitoring of overall progress in implementation and stressed the Council's role in providing guidance to the United Nations funds and programmes and specialized agencies in implementation.

Some progress had been made in developing a basic framework for the guidance system and it would be discussed during the forthcoming session of the Special Committee on Peacekeeping Operations.

As mentioned above, I hope a reinvigorated Economic and Social Council will give overall direction to this new coherence.

Roman Catholic schools receive full public funding under the Constitution as part of the public education system.

We therefore welcome the establishment of a Democracy Fund at the United Nations and invite the Secretary General to establish an advisory board to provide policy guidance.

The framework for justice reform, as defined by the Constitution, the Berlin Declaration and the national development budget, provides guidance for strengthening Afghanistan's very weak justice system and calls for investment in the rehabilitation of permanent institutions of justice.

23.29 The Office of the High Commissioner provides overall executive direction, management, policy guidance and leadership for the implementation of the United Nations human rights programme.

While programmes related to the provision of internal support services for the Organization, covered in Major Programmes A, B, G, H and I, have remained largely unchanged from those presented in the programme and budgets for the biennium 2004 2005, the programmes related to the provision of substantive technical and global forum services to the beneficiary States have been substantially altered to fit into the thematic framework selected for Major Programmes C to F.
