We are also concerned that neither the draft resolution nor the draft plan of action provides for any additional funding for implementation, particularly in developing countries.

For all Parties, the development of the implementation plan is a substantial investment that outlines the objectives, the activities to be undertaken, the responsibilities of the stakeholders, and the timeframe for achieving results.

A business plan for such an exchange has been developed, and discussions are now ongoing towards implementation, hopefully in the course of 2005.

For those factors listed in paragraph 3 above, with the exception of subparagraph (a) (i), that may trigger a review and update of a Party's implementation plan, a Party may notify the other Parties to the Convention through the clearing house mechanism of its intent to review and update its implementation plan.

We note with appreciation the strategies and actions included in the system wide action plan aimed at fully implementing those codes of conduct and disciplinary procedures.

Since the first mission implementation plan in 2003, two core tasks have been declared complete, leaving four, namely, entrenching the rule of law reforming the economy institution building and defence reform.

While a number of items had fallen behind schedule, most of the target dates in the approved action plans remained within the current calendar year.

Policy harmonization and political will can come together through the adoption of a multisectoral State family policy, plan of action or programme in which implementation is spearheaded by a national coordinating mechanism.
