This will require an amendment of the Statute.

The present Statute may be amended by decision of the General Assembly.

Consequently, in order to provide an annual subvention to the Institute for two years, it is necessary to amend article VIII of the statute.

The recommendations put forward in the report highlighted the need to amend the United Nations Administrative Tribunal statute to bring it into conformity with the International Labour Organization Administrative Tribunal statute in those areas.

In order to implement the recommendation, the Secretary General proposes the amendment of staff regulation 10.2 (see annex).

Consequently, in order to provide an annual subvention to the Institute for at least three years, it is necessary to amend article VII of the statute.

The Basic Statute was issued in the year 1996 and thus far has only been amended once, in 2011, as a response to protests.

If need be, the relevant article of the Institute's Statute should be amended to allow it to be funded from the regular budget of the United Nations.

The implementation of the expanded financial disclosure regime will require an amendment of staff regulation 1.2 (n) by the General Assembly.

Amendment to the annex to the financial regulations.

In addition, on 7 May 2004 the Decree amending the rules of procedure of the Ministry of Finance and Public Credit was published in the Diario Oficial.

(a) Subject to regulations 12.1, 12.2, 12.3, 12.4 and 12.5, these Rules may be amended by the Secretary General in a manner consistent with the Staff Regulations.
