These included the food safety agency, the public procurement agency, the procurement review board, the market surveillance agency, the information society agency and the institutes for standardization, metrology and intellectual property.

There exists an Inter Agency Procurement Group for sharing information on suppliers and for implementing the Lead Agency Concept, which however does not seek to streamline and pool procurement operations under a single chain of authority.

In the area of procurement, UNOCI was able to share information on its scope of work, contracts and market data, including vendor databases and invitee lists to meet numerous requirements, such as security equipment and the turnkey fuel contract.

As indicated in the previous report (A 58 761), information pertaining to systems contracts has been made available online to the peacekeeping missions by the Procurement Service in cooperation with the Department of Peacekeeping Operations.

To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.

While the application of ICT systems to the procurement process should certainly bring multiple benefits as summarized above, the organizations also have a mandate to strengthen public procurement capacities in the recipient countries so as to enable them to perform direct procurement operations.

Comment by the Administration. The Information Technology Services Division and the Procurement Service of the Office of Central Support Services have taken action to ensure that all aspects of agreements with third parties are adequately controlled.
