(a) General appreciation of the issues of information security

The overall assessment was that the country had fortunately been spared a large scale disaster.

The evaluation will begin in 2005 and I will submit my recommendations, based on the findings and recommendations of the evaluation, to the General Assembly at its resumed session in June 2006.

The Committee points out that, as the steering committee is to be established by the Secretary General, its active involvement in the evaluation could be seen to compromise the independence of the evaluation.

The evaluation function provides analytical, structured and impartial feedback of project programme performance for the purpose of increasing efficiency and effectiveness of UNIDO services, for accountability to management, donors and counterparts and for learning lessons in support to organizational knowledge building.

I think that the technical assessment and the report of the Secretary General (S 2005 88) are clear, as Mr. Cović just recognized.

Evaluation

The evaluation of gender mainstreaming in UNDP was undertaken to identify gaps and further strengthen the UNDP approach to gender mainstreaming.

UNCTAD's work should be supportive of development goals, taking into account commitments undertaken by member States.

Lastly, he had taken note of the Secretary General's report on the comprehensive assessment of the system of geographical distribution.

A general assessment of NTBs' impact will warrant frequency and coverage type measures, price comparison measures, and quantity impact measures.

We believe that the intention of the Secretary General to appoint a Special Envoy to lead the assessment process, starting this year, will indicate the road ahead.

27.15 The Under Secretary General evaluates and reports on the programme performance of the Department through the Evaluation and Communications Research Unit.

It should be noted that this year the Council Forum has before it an unusually large and significant body of assessment findings.

The corporate structure will comprise the executive office, audit, a strategic analysis unit and a product service performance unit responsible for assessment and quality control.

But to make ratings work, the raters need to be rated.

To its credit, the World Bank recognized this mistake in a scathing internal evaluation of its long standing agricultural policies last year.

The new global Evaluation Committee adopted a plan of action to strengthen the evaluation function throughout UNICEF.

The Department of International Protection participates in inspection missions with the Inspector General's Office and in assessment missions, in accordance with chapter 2 of the UNHCR Manual.

After consulting with the Prosecutor and in conformity with the resolution, I am pleased to submit to you a revised version of the completion strategy of the International Criminal Tribunal for Rwanda, containing the assessment requested (see enclosure).

The Committee is of the opinion that the description provided of the proceedings resorted to in the present case, both the civil and criminal proceedings, coincides with this general assessment.

(c) The Director General's Administrative Instruction indicates that the appraisal process should preferably be concluded within the last month of the reporting period.

Governments also agreed to pursue evaluation studies based on the evaluation framework where appropriate.
