The mandate of the Mission expanded beyond human rights to the verification of a wide ranging package of accords designed to overcome the economic, social, political and cultural root causes of conflict.

The European Union believes that verification and, in particular, the mechanism of challenge inspections, is an essential means of deterring non compliance with the Convention and increasing transparency, confidence and international security.

The Conference welcomes the progress made by the Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization in establishing the International Monitoring System, which will enable the verification of compliance with the Treaty at its entry into force.

It concluded that, whereas the techniques were appropriate for ensuring regulatory compliance, in order for them to meet the more stringent requirements for verification, increased sensitivity would be required as well as an enhanced ability to detect specific isotopes and chemical species.

Thus effective verification is an essential element of any multilateral disarmament and non proliferation treaty, providing the basis for the building of confidence between member States that compliance with the treaty provisions is ensured.

In that regard, over the past 10 years, it has called for the negotiation of a non discriminatory, multilateral and internationally and effectively verifiable treaty in accordance with the Shannon mandate.

On the development of verification capabilities to assure compliance with nuclear disarmament agreements for the achievement and maintenance of a nuclear weapon free world , as step 13 puts it, the Netherlands participated in various seminars and discussions.

The Group has asked the relevant Governments for detailed dossiers pertaining to allegations that it has brought before the Tripartite Commission and the Joint Verification Mechanism, so that it can independently investigate allegations of non compliance with the embargo.

Effective non proliferation is essential for a climate conducive to nuclear disarmament. Recent events have highlighted a clear and urgent need to strengthen the Treaty's compliance and verification mechanisms.

The tendency of certain developed countries to try to give the specialized agencies of the United Nations system functions and prerogatives in the area of verifying compliance with the Biological Weapons Convention that fall outside their mandates and functions is a cause for concern.
