The mandate of the Mission expanded beyond human rights to the verification of a wide ranging package of accords designed to overcome the economic, social, political and cultural root causes of conflict.

It concluded that, whereas the techniques were appropriate for ensuring regulatory compliance, in order for them to meet the more stringent requirements for verification, increased sensitivity would be required as well as an enhanced ability to detect specific isotopes and chemical species.

Effective non proliferation is essential for a climate conducive to nuclear disarmament. Recent events have highlighted a clear and urgent need to strengthen the Treaty's compliance and verification mechanisms.

The Conference welcomes the progress made by the Preparatory Commission for the Comprehensive Nuclear Test Ban Treaty Organization in establishing the International Monitoring System, which will enable the verification of compliance with the Treaty at its entry into force.

In that regard, over the past 10 years, it has called for the negotiation of a non discriminatory, multilateral and internationally and effectively verifiable treaty in accordance with the Shannon mandate.
