The Office is committed to the provision of technical assistance to Member States in the area of criminal justice reform.

(a) Increase in the number of technical assistance projects initiated in the area of criminal justice reform

Justice sector reform has been delayed by a lack of funds, qualified personnel and infrastructure, which further exacerbates the problems of access to and the timely delivery of justice.

Some promising practices in various areas of criminal justice reform and some action oriented strategies to facilitate effective criminal justice enhancements have been identified.

Three new projects in justice and the rule of law support the master plan of the Afghan Judicial Reform Commission in the reform of the criminal justice system, the penitentiary system and the juvenile justice system.

(b) Increase in the number of policies, tools, manuals and best practice guides produced and disseminated in the area of criminal justice reform

Furthering the reform of the justice and penal systems should be pursued in parallel to the efforts to professionalize the police.

Reforming the rule of law and re establishing criminal justice systems have become even more essential to post conflict societies.

The United Nations has thus failed to administer justice to all peoples, making it imperative for all of us to endeavour to reform the Organization.

The Rule of Law Section has units that undertake substantive activities covering the fight against corruption and money laundering and promoting criminal justice reform.

In collaboration with the Asian Development Bank, it had launched an Access to Justice Programme designed to reform the criminal justice, prosecutorial, judicial and prison systems and to make the police force more accountable and responsive.

A number of practical considerations suggested below should be taken into account in planning, implementing and evaluating criminal justice reform initiatives.

Among the priority issues of criminal justice reform listed by speakers were improvement in criminal procedure and sentencing, protection of victim rights, the streamlining of criminal justice systems and institutions, and social reintegration of offenders.

Workshop 2, on Enhancing Criminal Justice Reform, including Restorative Justice , will help identify some of the many challenges facing the administration of criminal justice and encourage a discussion of recent experience worldwide in improving such administration.

Focusing on increasing the effectiveness of the national criminal justice system and providing more assistance to victims of trafficking in persons, as well as reforming evidentiary and investigation rules.

In the present section, examples of successful reform in a number of jurisdictions are used to identify some promising directions for future criminal justice enhancement.

A focus on victim needs and input would also serve as a valuable guide in addressing priorities in criminal justice reform and evaluating the effectiveness of criminal justice reforms.

He suggested that successful criminal justice reform implied the involvement of civil society, relevance to local political agendas, a step by step approach and a built in evaluation component.

The reform and revival of the United Nations, to which so much energy is being devoted, can emerge only from the principles of justice and equality enshrined in the Charter.

In that connection, it is important to recognize that there is a link between the disbanding process and other efforts such as justice sector reform, counter narcotics activities and community development.

Reform in the justice sector has progressed more slowly than hoped for, impacting on the fair and effective administration of justice.

Also encourages the United Nations Office on Drugs and Crime to continue developing tools and training manuals on criminal justice reform, based on international standards and best practices

The rule of law is a necessary component of rebuilding trust and the new Government will need to revise the legal codes as a key element of reforming the justice sector.

Adequate, effective and prompt reparation is intended to promote justice by redressing gross violations of international human rights law or serious violations of international humanitarian law.

According to Supriyadi Widodo Eddyono of the Institute for Criminal Justice Reform (ICJR), these reforms could undermine Indonesia's freedom of expression because there's no clear definition of what constitutes bullying in the country's legal system.

The rule of law and the associated challenge of criminal justice reform were highlighted in the report of the Secretary General's High level Panel on Threats, Challenges and Change (see para. 10 above).

What we had in mind was not only bread, butter and sausages, but also justice, democracy, truth, legality, human dignity, freedom of convictions, and the repair of the republic.

Spatial justice links together social justice and space.

The reform of the United Nations also requires the reform of the Secretariat.

The Globalization of Justice

The reform of our Organization would be incomplete without Security Council reform.

What really worries some democratic secularists in Turkey and elsewhere is that the AKP s efforts at constitutional reform might be simply a first step toward introducing Sharia law.

(d) Development and testing of assessment tools and checklists in the area of criminal justice reform, with a focus on societies emerging from conflict and countries with economies in transition and in collaboration with the Department of Peacekeeping Operations and the United Nations Development Programme.

Without it, reform of the entire security sector would have been incomplete.

United Nations reform will not be complete without Security Council reform.

(d) To put an end to impunity and to ensure, as it is duty bound to do, that those responsible for human rights violations and grave breaches of international humanitarian law are brought to justice in accordance with due process, and to carry out urgently a comprehensive reform of the judicial system

Expresses its appreciation to non governmental organizations and other relevant sectors of civil society for their support for the United Nations Crime Prevention and Criminal Justice Programme, and stresses the necessity to strengthen the role of civil society in criminal justice reform efforts
