Of these posts, 13, in the Investigations Unit in Vienna (1 P 5, 2 P 4, 3 P 3 and 2 General Service (Other level)) and the Investigations Unit in Nairobi (2 P 4, 2 P 3 and 1 General Service Local level), are funded from the support account for Peacekeeping Operations.

Within the Accounts Unit, a new sub unit would be created, with the new post of Deputy assigned responsibility for the review of the accounting entries to the Fund's accounting records.

As part of the realignment, the accounts receivable function would be transferred from the Payments Unit to the Accounts Unit and, at the same time, enhanced.

The construction of the Hovensa desulphurization unit is expected to create about 400 construction jobs.

The main factor contributing to the variance of 1,875,000 under this heading is the proposed increase in the number of United Nations Volunteers by 115 Volunteers (from 490 to 605). The estimated resource requirements take into account the phased deployment of the additional Volunteers and reflect the application of a 10 per cent vacancy factor to the computation of living allowance requirements.

At the same time, one of those posts, that of the team leader of the Project Administration Unit, was reclassified to General Service (Principal level) and is reflected accordingly in the staffing table.

Financial resources

(b) Investigations Unit, Vienna In addition to the existing resident investigator teams, the Office proposed to further strengthen the capacity of the Investigations Unit in Vienna through the creation of the two posts (i) one D 1 post for the functions of Chief, Peacekeeping Service and (ii) one GS PL post for an Investigations Assistant

That means that a function for a particular method can be located anywhere, not just in the compile time unit.

Having been the strongest performing sector in 2002, averaging 3,182 jobs, the construction sector suffered significant losses with the completion of the Hovensa coker unit, which created 2,000 construction jobs.

The largest requirement is in the Arabic Text Processing Unit, where 19 posts are expected to become vacant in the next five years.

The explanations of variances in resource levels, both human resources and financial resources, have been linked, where applicable, to specific outputs planned by the Mission.

In connection with the deployment of additional military contingents and the provision of logistical support for the elections, it is proposed to strengthen the Movement Control Section by the establishment of 51 additional posts and temporary positions (1 at Mission headquarters and 50 in the field 20 in the western region and 30 in the eastern region), as detailed below.

The Political Affairs Unit will be headed by a Senior Political Affairs Officer (an existing P 5 position), supported by two Political Affairs Officers (a P 4 existing position and an additional P 3) and an Administrative Research Assistant (General Service (Local level)).

Actions to be taken by the General Assembly

In connection with the deployment of additional military contingents and the provision of logistical support for the elections, it is proposed to strengthen the Facilities and Camp Management Services Unit by the establishment of 27 additional posts and temporary positions (all in the field 8 in the western region and 19 in the eastern region), as detailed below.

Further, as a result of the reorganization of the Office, a P 5 post from the regular budget was assigned to the Research and Analysis Section, thereby releasing the P 5 post in the policy and trend analysis core programme, for the Chief of the Independent Evaluation Unit under the infrastructure budget.

The 347 proposed temporary staff positions comprise 73 international staff and 274 national staff positions, inclusive of 15 national officers.

The estimates reflect the actual strength of 712 military observers at 31 July 2005 and the application of a 5 per cent delayed deployment factor to the computation of mission subsistence allowance costs in respect of the phased deployment of an additional 48 military observers during the 2005 06 period, up to the authorized strength of 760 personnel.
