We are dealing with the Chair's proposal and not with a United States proposal or any proposal from any delegation or group of delegations.

We need also to address other causes of fear.

In that regard, we would like to make the following points.

We had hoped that there would be positive movement and that we would be addressing other, related issues to enhance the cause of disarmament and non proliferation.

That is contrary to the non discriminatory, balanced and broad manner in which we have been addressing the issue of missiles in all its aspects in the framework of the General Assembly.

We should thus address, for example, marine pollution, which respects no boundaries and must therefore be met with global action.

Moreover, the initiative recognizes the need to strengthen cooperation mechanisms in the area of public health this year, when we are dealing with the consequences of natural disasters.

It would approach the idea of a unified treaty body with some caution, since there must be no opportunity for States to use it as a means of evading their obligations.

It seems to me that we are dealing with a Chairman's proposal to which a suggestion had not been added at the end but which is being proposed to be deleted, even though it had never been added.

In expanding the Security Council, we should also address another important concern of Member States that has been debated for a long time and is ready for some harvesting, which is improving the working methods of the Security Council.

Turning to reform of the Secretariat, we welcome the many ideas for such reform, in particular proposals that would contribute to the reallocation of existing resources.

The Chairman Before I listen to any other intervention or possible response to that, I urge that we deal with this agenda item incrementally.

Indeed, these issues have been with us for much too long, and it must be emphasized that the responsibility of member States and the United Nations machinery does not end with the adoption of resolutions on decolonization.
